Delegates Akers and Linville moved to amend the Committee Substitute on page 2, section 1r, line 18, immediately following the word “section” by inserting the following: “The codification of these standards, or the promulgation of these rules, shall not constitute a cause for which utilities may seek rate recovery. If any portion of this section regarding rate recovery is deemed invalid or unenforceable, the remaining portions of this section shall still remain effective.”
